Who Is Accountable for Education If Everybody Fails?
[Rand] Student test scores nationwide raise doubts about the ability of the 50 states to meet the ambitious federal goal established by the No Child Left Behind (NCLB) Act of 2002: that 100 percent of students in each state pass a state-administered achievement test within 12 years. As of 2003, the most recent year for which test scores are available from every state, the majority of the states are not even close to reaching the goal of 100-percent proficiency.
